Annual Security Report for UMA Saco Center 2024

Background

UMA Saco Center is part of the University of Maine System (UMS) delivering UMS programs and courses in the southern Maine area. We are not a campus but our off-campus center is located in a leased building where we deliver programs/courses for the seven universities in the state. As a provider, we are required to comply with the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act, enacted in October 1998. The requirements and our responses are summarized below.

Requirements of the Law

(A) A statement of current campus policies regarding procedures and facilities for students and others to report criminal actions or other emergencies occurring on campus and policies concerning the institution’s response to such reports.

Response: Saco does not have our own security force. All students and employees should report criminal offenses, for timely warning and statistical reporting purposes, to the following staff personnel:

The staff will report any crimes to the local Police Department in the City of Saco (911 or 284-7819). Incident reports will be filled out and will be provided to University staff in Augusta. These reports, together with any statistics from the police and policy information, form the basis of the crime report which is compiled and published on an annual basis by October 1. The City of Saco provides fire department and ambulance services, phone: 911. We will provide timely notice of crimes to our students to protect their safety and to help prevent similar incidents. This notice will be given by having the Director/Student Services Coordinator personally visit classrooms and issue a warning and/or by publishing a special student bulletin made available to each student.

We do not have any procedures for crimes to be reported on a voluntary, confidential basis.

(B) A statement of current policies concerning security and access to campus facilities, including campus residences, and security considerations used in the maintenance of campus facilities.

Response: The Saco building is accessible to students and members of the community during normal operating hours on Monday through Friday.

We have no residence halls.

Our building has outside lighting, at the main entrance, and in our parking area. This lighting is maintained by the landlord and checked periodically. Staff who close the building ensure all windows and doors are shut and locked as they leave, and that the alarm is set.

(C) A statement of current policies concerning campus law enforcement, including the enforcement authority of security personnel, including their working relationship with State and local police agencies; and policies which encourage accurate and prompt reporting of all crimes to the campus police and the appropriate police agencies.

Response: Although the Center has no security personnel, we have installed a panic alarm and our working relationship with our local police department is excellent. They are simply a phone call away. The name, address and phone number are as follows: Saco Police Department, 20 Storer Street, Saco, Maine. The department responds to 911.

As a community, we have a unique and close relationship with students. We encourage them to report crimes promptly. We do this at orientations and through periodic reminders in our newsletters.

(D) A description of the type and frequency of programs designed to inform students and employees about campus security procedures and practices and to encourage students and employees to be responsible for their own security and the security of others.

Response: Every semester, we go through lock-up, alarm and panic button security procedures with our student workers to ensure they (especially new employees) are familiar with securing the building. We stress ensuring windows/doors are locked. We try to have two staff members secure the building. We also provide students with student bulletins which include topics on security/safety.

(E) A description of programs designed to inform students and employees about the prevention of crimes.

Response: While we do not have a formal walk-out escort available, we do encourage students, staff and faculty to enter and exit the building in the company of others, and to to keep vehicles locked at all times.

(F) A statement of policy concerning the monitoring and recording through local police agencies of criminal activity at off-campus student organizations which are recognized by the institution and that are engaged in by students attending the institution, including those student organizations with off-campus housing facilities.

Response: We have no off-campus student organizations or housing.

(G) A statement of policy regarding the possession, use, and sale of alcoholic beverages and enforcement of State underage drinking laws.

Response: We follow University of Maine System policy, as outlined in the Student Conduct Code, regarding alcoholic beverages which prohibits the acquisition, transportation, possession and consumption of alcohol by anyone under 21 years of age. We have a policy not to allow the possession, serving or consumption of alcohol on our premises.

(H) A statement of policy regarding the possession, use, and sale of illegal drugs and enforcement of Federal and State drug laws.

Response: We follow University of Maine System policy, as outlined in the Student Conduct Code and state and federal law, which prohibits the possession, use or sale of illegal drugs or paraphernalia.

Employee violations of these policies will be reported to our Human Resource Officer, and the Associate Provost, for review and action.

Employees are subject to appropriate sanctions that may include but are not limited to: suspension, probation, dismissal, restitution, official censure or reprimand, referral for prosecution, and participation in a rehabilitation program.

Student violations of these policies governing drugs and alcohol are subject to disciplinary action that may include referral to counseling, and/or referral of individuals to the Committee on Student Conduct. Sanctions that may be imposed by the Committee include but are not limited to: verbal warning, letter of censure, exclusion from various campus social and/or ceremonial activities, disciplinary probation, mandatory referral to a counseling program, suspension for a designated period of time, suspension with readmission contingent on proof of counseling or successful completion of a rehabilitation program and/or dismissal from the University in which enrolled, and referral for prosecution.

(I) A description of any drug or alcohol abuse education programs as required under the Higher Education Act.

Response: While the Center has no formal drug or alcohol abuse education programs, we have viable referral options for both employees and students. Pamphlets regarding university policy on alcohol and drugs for both employees and students are sent to all employees and registered students. Students are referred to our Counselor for further referrals. Students, if matriculated, are referred to their local campus, in our case, the University of Maine at Augusta, phone: 621-3390. Non-matriculated students are referred to local agencies. Employees are referred to the system Employee Assistance Program, phone 1-877-622-4327.

Students and employees are also referred to the following local resources:

(J) A statement of policy regarding the institution’s campus sexual assault programs to prevent sex offenses, and procedures to follow when a sex offense occurs.

Response: We have no specific in-house programs to promote awareness of rape and other sex offenses. Any student making a complaint of any sexual offense will be referred to the Student Services Coordinator who will advise, encourage and assist with reporting the offense to local law enforcement and to the closest campus conduct officer (USM) for appropriate action under the UMS Student Conduct Code and that institution’s student guide.

The code/guide makes it clear that both accuser and the accused are entitled to the same opportunities to have others present during a campus disciplinary hearing, and both the accuser and the accused shall be informed of the outcome of any campus disciplinary proceeding alleging a sexual offense.

Victims of sexual assault should be aware of the importance of preserving evidence, which may be necessary to prove sexual assault.

Students involved in misconduct (including violations of University regulations) are subject not only to prosecution by the courts but also to disciplinary action taken by the Code of Conduct Committee. Students may request assistance in changing academic situations after an alleged sexual assault incident if they so desire. Changes will be made if the requested changes are reasonable and if facilities are available.

Sexual Assault Resources:

In accordance with the Violent Crime Control and Law Enforcement Act of 1994, information concerning registered sex offenders may be obtained at:

(K) A statement of current campus policies regarding immediate emergency response and evacuation procedures, which policies shall include procedures to:

i) immediately notify the campus community upon the confirmation of a significant emergency or dangerous situation involving an immediate threat to the health or safety of students or staff occurring on the campus unless issuing a notification will compromise efforts to contain the emergency 100%

Response: Staff, faculty, and students are notified of an emergency or dangerous situation by having the alarm activated. Because there are several egress points, we have maps at the door in each room to indicate the shortest distance to an exit. Senior staff members then break up the job of blanketing the two wings of our rented space. Everyone is instructed to meet outside on the upper deck area.

ii.) publicize emergency response and evacuation procedures on an annual basis in a manner designed to reach students and staff

Response: Evacuation instructions are posted in each room and in the center’s online newsletter which are distributed to students and faculty. Evacuation procedures are also announced during orientations held at the beginning of each semester. Students and staff are notified annually of the location of this Annual Security/Crime report for UMA Saco Center where these procedures are publicized.

iii.) test emergency response and evacuation procedures on an annual basis.

Response: The evacuation plan is tested annually by activating the building alarm in the presence of city safety personnel.
